Has my puppy potty training efforts been ruined?

I have read numerous questions/answers on here about potty training as well as read a few puppy training books. I apologize for resorting to asking yet another potty training question, but I do need some new ideas as I’m running out of ideas.

I have had my 3 month old, male, poodle (named Mosby) for about 3 and a half weeks now. I know it’s still the beginning stages, but I crate trained him pretty successfully with little accidents in the house. Crate training him was GREAT! And Mosby was doing great! We had the perfect routine going, he knew where to go to the bathroom outside, he even began to let me know he needed to go- it was the ideal training situation.

However, about 4 days ago he started behaving badly. Partially, I thought this might have something do to with our Pitbull scare.

Mosby was out doing his business when my idiot neighbor, who feels his pitbull is so perfectly trained that he allows his dog to enter in and out of his house, unleashed and unsupervised to go to the bathroom. I personally think that is incredibly irresponsible no matter how friendly and how well you have trained this agressive breed. Sure enough that pitbull came charging and barking after me and Mosby and scared the crap out of Mosby (literally, my dog pooped all over me).

Since then my dog refuses to go outside willing. He’d start to pee or poop in the house and I’d pick him up automatically and take him outside and tell him "Go potty!" He’d go… but as soon he’d come inside again he’d instantly return to the same spot that he was trying to pee in before and do it again! I’d take him outside… repeat the process… come inside… and he’d do it again! I put him in a time out in his crate. No whining from him, he’d take a nap, play with his toys. I’d let him out and go straight to the bathroom outside (which he does) and then he’d come inside again and go straight to that same spot that he misbehaved in. I’ve been trying to reinforce his good behavior (which really isn’t the greatest right now) with his training treats. And then on top of that he’s suddenly getting… mean! Like biting my face, biting my legs and arms to the point that I bleed (I try to distract him with his chew toys) and barking at me. He wasn’t like that before…

I have even sprayed "natures miracle" on that spot in the house which breaks down the enzymes or whatever so that he can’t smell where he was having his accidents

This has been going on for 4 days and today I’ve decided to just let him chill in his crate. He doesn’t seem to mind. But when I take him out to potty the whole cycle happens over again. I’m exhausted and bandaged up. And it seems he isn’t making much other progress, except being a little more willing to go for walks outside and do "some" of his business outdoors

Any suggestions would be great.

ANy tips of potty training a yorkie puppy during cold weather, my dog refuses to go outside. ?

I’ve had her for a week and I’ve even bought her the puppy training pads, but all she does is tear them up.
